Europe felt a moment of respite on Monday, as the tension triggered by the announcement of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The chain of conflicting incidents captured the grim essence of the outgoing year. By day, diplomatic battles are waged: positive announcements are released from various governments. Immense energy is expended on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from Russian territory, a capability provided through up-to-date information. From observation points, military aircraft that had been deployed to counter approaching guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons activated: several firings fired to intercept a Russian ballistic missile. This was a modern interception technology at work, most likely provided by Western nations. Every firing creates sudden vibrations, shaking the windows. The instant of fear quickly transforms into grim resignation: maybe the incoming missile won't strike its target this time, sparing the city from catastrophe and another blackout.
Continuous Dangers
Not long after, a large-caliber weapon opened up on a unmanned aircraft close by, part of a defensive team – almost certainly imported technology. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.
With pauses, this carried on until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the night's assault. As always, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's vital need on Western support – a need that neighboring countries are demonstrably unable to fill in the immediate future.
Unsuccessful Negotiations
The detailed framework from American leadership provoked deep reactions, discussion and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new initiative from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually secure success. This cycle will, no doubt, persist.
Tactical Assessments
It is easy to blame particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the whole story. US administration functions according to a assumption understood by international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The US administration believes that it is unfeasible to compel Moscow to relinquish the land that it already controls in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, US leadership does little to deter Moscow, through diplomacy or military means, from assuming that the status quo will not shift further in its advantage in the months ahead.
Opposing Positions
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding people and territory but avoiding a entire defensive failure until conditions improve in its favour.
Existing Situation
Objectively, there are no real preconditions for a truce. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unworkable, so that their focus does not switch to internal issues. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are influencing discussions.
Assessment and Future
It took a only one week to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all did their job.
While new initiatives based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect certain reluctance to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, largely rely on ongoing international assistance.
